(e) Means of Uplink
As
to
satellite television broadcasters may wish
use their own facilities rather than Hong Kong Telecom International's (HKTI) to uplink
their programmes. for cost and operational control reasons, the Licensee is permitted to apply for uplink facilities independent of
HKTI.

Acceptability of Programmes in Reception
Areas
As it is impractical for HKG to take on the responsibility of ensuring the acceptability
of the Licensee's transmissions within the
receiving footprint, the Licensee himself
should accept responsibility for this.
(g) Payments to HKG
As the value of being permitted to uplink
satellite television broadcasts from Hong
Kong merits some monetary recognition, and in
order to be fair to terrestrial broadcasters,
the Licensee should make payments to HKG
(equivalent to royalty) calculated on the
portion of his revenue attributable to operations in Hong Kong.
(h) Length of Licence and Type of Satellite
As a change in satellite is likely to have
significant effects
on the type of broadcasting services provided and hence on
the regulatory framework required, the Licensee will only be permitted to change the
