HONG KONG: CHINESE THREATS TO COMMERCIAL INTERESTS
Problem,
1.
Chinese officials have suggested publicly that they may discriminate against British commercial interests.
Recommendation
2. That we instruct UKREP Brussels to invite the European Commission to ask the Chinese authorities how this squares
with the non-discrimination clause in the EC/China Trade and
Cooperation Agreement. I submit a telegram. DTI officials are
content.

The attached telegrams from Peking report
a statement by an MFA spokesman that our "sabotaging" of the
Hong Kong talks will "surely affect Sino-British relations,
including economic and trade relations".
