Thank you for your letter of 4th November 1992 to which was attached the BPF "Draft Position Paper on Hong Kong's Constitutional Development".
I am afraid that I will not be able to attend the all day discussion tomorrow but the Swire Group will be represented, although I am not exactly sure yet by whom. However, I am afraid that the draft position paper does give us problems in that, as I see it, it represents very direct disagreement with the Governor's current proposals. Whilst we share some of the concerns that have been expressed by BPF members and others, we do not think that such public and direct criticism is appropriate or helpful.
I therefore ask you to note that the Swire Group does not endorse the position paper. I look forward to talking to you about all this next week.
