1. Your minute of (5 January asked if we ought to reply more substantively to Sir Adrian Swire's letter to you of 22 December.
2. I doubt that in practice there is much more we could say to Sir A Swire at this juncture. Sir A Swire had an exchange of letters with Mr Goodlad in December (attached) in which the Minister made clear his appreciation of the delicate position in which Swires finds itself. As you will see from his reply, Sir Adrian was grateful for this understanding, but was not confident that Swires' relationship with the PRC would rapidly return to normal once the present political problems had been resolved.

Rather than write further at this stage, we might recommend to Mr Goodlad that he invite Sir Adrian for a meal or drink later in the month. The Minister might ask him if the Chinese pressures are continuing, or whether Lu Ping's recent more moderate public comments have fed through into Chinse treatment of Swires.
