Customs Convention on the ATA Carnet for the Temporarary Admission of Goods

(

The Customs Convention on the ATA Carnet for the Temporary Admission of Goods (hereafter referred to as the "ATA Convention"} was done at Brussels on 6 December 1961. The United Kingdom became a contracting party to the ATA Convention on 19 July 1963 and entered a reservation in respect of the acceptance of ATA carnets for postal traffic. The Convention was extended to Hong Kong on 14 March 1974 with the same reservation.

Hong Kong is considering the accession to the Convention on Temporary Admission (done at Istanbul on 26 June 1990 and hereafter referred to as the "Istanbul Convention") in the capacity of a member of the Customs Co-operation Council.

It intends to enter the same reservation in respect of postal traffic when accepting Annex A (which aims to replace the ATA Convention) of the Istanbul Convention, as permitted under Article 18 of the Annex.

Unlike the ATA Convention, the Istanbul Convention requires its contracting parties to justify their reservations. Since Hong Kong only followed in UK's footsteps when the ATA Convention was extended to the territory, it does not know the rationale behind the reservation on postal traffic. In this connection, I

should be grateful if you would advise on the rationale behind the reservation when UK became a contracting party to the ATA Convention.
