4. We discussed this briefly in Hong Kong at the weekend.
Governor confirmed that he remained opposed to the idea. Noone
around the table saw a strong case for agreeing to it. The
Governor asked me to check that Mr Goodlad was content with this
approach and if so to arrange for Lord Young to be told that the
joint view of HMG and the Governor was that this ingenious idea should not be pursued.
5. I recommend that we endorse the Governor's line.
If the Ministry is content we will look for a suitable
opportunity to pass the message to Lord Young.
