1.
It is not too soon to start preparing for the
Prime Minister's speech to the "Hong Kong Works" Conference (as you know this is being sponsored jointly by the Hong Kong Government Office and the Institute of Directors).
2.
Subject to the views of other addresses, I suggest that we present this speech as the second in a series by the
Prime Minister on Asia. It could pick up the theme from his Tokyo speech of the new priority for Asia in Britain foreign policy, and apply this to the case of Hong Kong. This speech will be much shorter than the Tokyo one (probably 10-12 minutes
I guess). But we should try to include a brief section on the
assets which history has bequeathed us in Hong Kong, a reference to the state of affairs in the political talks (drafted nearer the time) and then a fuller section addressed to the business
audience. The trick here will I suspect be to present the familiar themes (Hong Kong as a natural jumping off point for British trade and investment with Southern China, Hong Kong's growing importance as an inward investor etc) in a fresh way.
3. To get the ball rolling, I should be grateful if you would:
Establish from the HKGO precisely who will be speaking in the
opening session, in what order and for how long;
