The two themes in the speech, political (minor) and business (major), could be tied together by explaining briefly that our policy towards Hong Kong is designed to maintain beyond 1997 those features of Hong Kong's way of life (rule of law, clean administration) which have made Hong Kong such a business-friendly environment up to now.
