Thank you for offering to help with the speech which the Prime Minister will deliver at the Hong Kong Works Conference. I attach a copy of the correspondence with No 10 outlining the contents of the speech, and also a first draft of the speech. I have sent a copy of the draft to DTI and FED for their comments.
2. Any general or detailed points which you may have on the draft would be most welcome.
