PRIME MINISTER'S SPEECH TO THE "HONG KONG WORKS" CONFERENCE

IN LONDON: 10 NOVEMBER

1.

As you know, the Prime Minister and the Governor will be on the platform together at the "Hong Kong Works" conference in London on 10 November. The Prime Minister is due to give a "Keynote Speech" of about fifteen minutes. No 10 have asked us for a first draft of roughly 1500 words by Friday 22 October.

2.

I enclose a draft. As you will see, this majors on the business prospects and touches more briefly on the political issues. 10 November will not be a very easy day to say much about these, particularly in advance of OPD (K).

3.

I would be very grateful if you could ask the Governor to have a quick look at this and let us have any thoughts from his fund of speech-writing experience on whether the tone and coverage are about right. We will continue to work away at the drafting before submitting later in the week:

but any thoughts on specific points would be very welcome as well.

4. Does the Governor think that the Prime Minister would want a few quotes/historical allusions? We do not have any great inspiration here, but if anything has struck you recently which would be usable, contributions much appreciated!
