PRIME MINISTER'S SPEECH TO HONG KONG BUSINESS CONFERENCE: 10 NOVEMBER
1. I attach a draft of a speech by the Prime Minister to the "Hong Kong Works" conference in the City on 10 November.
2. No 10 have asked for a draft by the end of the week of about 1500 words. This is a little under that. I think the basic structure is adequate, but the draft would benefit from some fresh insights/angles/arresting facts, particularly about British business successes in Hong Kong/South China and what more we would like them to be doing.
Grateful for any comments which, to be usable, would need to reach me by close of play on 20 October. Telephoned thoughts are fine.
