Whether or not it is possible to reach agreement, we will strive to maintain a cooperative relationship with China over Hong Kong. There are still many areas where the two governments need to work together in the interests of turning the concept of "one country, two systems" into a working

reality.

Conclusion

19.

My message to this conference is simple. Britain has been in Asia for generations. We have many friends and assets in the region, preeminently in Hong Kong. Achieving a smooth transfer of sovereignty and making a success of the "one country two systems" concept is a unique and difficult undertaking. We are determined to succeed. And although Britain's administration of Hong Kong will end in 1997, Hong

Kong's attractions for British business will endure. Let us

seize the opportunities presented by the emergence of East Asia as the world's economic power-house for the twenty-first

century. In doing so no businessman can afford to ignore the

advantages Hong Kong has to offer. Hong Kong is the gateway

to the region, the key which will help unlock the wealth of

its markets. Hong Kong works. It will continue to work. Make it work for you.
