What I would suggest therefore, is that we seek dissuade the Secretariat from undertaking this study, largely on the basis of the argument set out in Rachel Phillipson's letter of 26 March namely that whilst the economic development of China is worthy of study the focus of this particular study appears to be highly specific and to have little relevance to other developing countries. It does not fit easily within the approved research themes and should be of low priority. We could suggest that a study of the economic development of Guandong Province and the role of Hong Kong in stimulating that development would however appear to be of more direct relevance to the Development Centre's research programmes and one which we could support.
