1. Many thanks for your letter of 23 March. It was very useful to know in advance of the Board meeting (now postponed to
2 April) that we are broadly satisfied with the existing procedures for drawing up the Centre's work programme: apart that is from the issue of how the Development Centre determines the balance between short term activities and its substantive programmes (an issue which we shall certainly raise). I have already fed in your puggestions for short term studies in 1994 to the Centre. We shall see whether Jean Bonvin includes them in the 1994 work programme he submits to the Advisory Board meeting of 19 May.
2. The reason for my delay in writing about the OECD's dialogue with non-member countries (item one on the agenda) has been continuing lack of clarity about what lies behind the word 'dialogue' in this context. The OECD has had since 1989 a dialogue with a number of Asian economies (Korea, Taiwan, Hong Kong, Thailand, Malaysia and Singapore) whose role in the world economy is of growing significance. This dialogue which started off with initial exchanges views on changing patterns in the world economy has become increasingly focused on specific issues of trade, Investment, environment, competition policy etc. The dialogue generally takes the form of workshops in which members of the Secretariat and officials from OECD countries discuss with
