Jean Bonvin has acted swiftly on our suggestion that the Centre might, instead of the previous proposal regarding China/Hong Kong, make a short term study of the economic development of Guandong Province and the role of Hong Kong in stimulating that development. He has faxed to me the enclosed project proposal (first in French; then in English with apologies for the flawed typing of the latter text) and asked me to let him have any comments, if any.

I hope it causes no-one any problems and that we can give speedy agreement. Note the roterence to publication. I will check whether this means an intention in due course to publish as a Development Policy Brief. As you know, the latter carry on the title page a disclaimer that "the opinions expressed and the arguments employed are the sole responsibility of the author and do not necessarily reflect those of the OECD or the Governments of its Member Countries".
