You will have seen Tokyo telegram number 133 (copy attached for ease of reference) in which they report a proposal that consideration be given to the eventual establishment of an OECD dialogue with China. The initial reaction in ERD is to resist any such proposal but in view of the possible policy implications I should be grateful for your, and copy recipients' comments.
