At the end of the day a
political compromise will have to be worked out, as the Americans will not be able to live with the removal from the list of some of the existing anomalies, eg high- income countries such as Israel which receive vast sums of US aid.

In the interim, we were able to agree the inclusion of the five FSU Central Asian republics on the list, not on the grounds of particular criteria, but that they were covered by the existing definition that it should include "all countries in Asia except Japan". This was on the basis that six high-income countries receiving small amounts of aid (eg Singapore) be removed from the list, a dry run for the debate next year over Israel and others.

In all of this we should not be too driven by the knowledge that the Treasury, for obvious reasons, would like us to count as oda everything in sight.

I undertook when I visited the Committee early in our Presidency to let them know the outcome of the Development Council. I briefed them and answered a lot of detailed questions. The MEPs, including British Socialists, appeared content with the way we have handled development in our Presidency and with the outcome of the Council. By contrast I detected quite wide annoyance among MEPs over Marin's behaviour as Development Commissioner.
