Others may fear (even if they do not express it openly) that the Hong Kong seat may be taken over by China in 1997.
Therefore it will be important when briefing/lobbying others
that it is quite clear that this cannot happen, because of the

- China: Welcome China's growing association with OECD. China a major player: cannot be ignored. But far too early to be considered for participation in the trade committee. First
will need accession to GATT; and will also need to fulfil
(undefined) criterion of "likemindedness".
Legal aspects: have not consulted our lawyers (can if
required). We have informed the OECD that the OECD Convention
applies to four of our dependent territories (Bermuda,
Gibraltar, Channel Islands and Isle of Man). Do not know if
we can do the same for Hong Kong but presume it is better if Hong Kong applies in its own right.
