1. I attach a copy of both Keith MacInnes' letter of 24 May and Hong Kong telno 912. As you will recall there was an inconclusive exchange of correspondence between you and Hong Kong Department when this subject first came up earlier in the year. Since then a few things have changed: first, China's accession to the GATT is taking longer than expected; second, members of Hong Kong's Representation to the GATT appear to be better briefed on the concerns that may be felt by some members of the trade committee; and third, the new American interest in OECD expansion exhibited for the first time at last week's Ministerial. But rather than solicit views a second time round I have put together a draft speaking note and telegram that I hope steers an acceptable course through these muddy waters.

2. In order to ensure that the Ambassadors mid-June deadline is met, I would be grateful for comments from you and copy addressees by midday 10 June. As ERD's role is largely one of coordination not of policy it would help me enormously if anyone providing comments would ensure that others with a policy interest are content before passing on such comments to me.

My draft telegram does not consider the question of Chinese sensitivities and I would be grateful for FED's confirmation that they are content with the tactics proposed in Hong Kong's TUR.
