OECD/DNMES: PARTICIPATION BY MACAO IN THE HONG KONG WORKSHOP

1. Please refer to attached papers.

2. A bit of a "try-on": participants at the forthcoming Workshop will include OECD and Dynamic Non-Member Economies (DNMEs), eg Argentina, Brazil, Hong Kong, India, etc with China as an observer. Macao is hardly in the same league. Whilst I recognise that the agenda will be of general interest to Macao (eg discussion of an OECD background paper on "Economic integration between Hong Kong, Taiwan and the coastal regions of China"), I am not convinced that it would be appropriate for Macao to participate in her own right.

Consequently, I tend towards the line expressed in para 2 of Mr Newton's letter ie that it would be preferable for representatives from Macao to be subsumed within the Portuguese delegation. However, if, as seems likely, the Portuguese insist on separate observer status, then I do not believe we should make an issue out of it, despite our reservations. HKD concur. If you agree, I shall draft a

reply.
