Since 1989, Hong Kong has been participating in the OECD's informal dialogue with Newly Industrialising Economies (NIES)/Dynamic Asian Economies (DAEs)/Dynamic Non-member Economies (DNMEs) on trade and economic issues. Have found the informal exchange of views and ideas extremely useful.

Xinhua News Agency informed in 1988 of HK's participation in the informal dialogue and was supportive.

On the trade policy front, discovered that the Trade Committee of the OECD is an important forum where many trade policy issues, e.g. trade in services currently under negotiation in the Uruguay Round, are discussed initially and then subsequently taken up in the GATT.

In view of the importance of international trade to HK, HKG hope to be able to keep track of trade policy issues. discussed and developed at the Trade Committee of the OECD through serving as an observer on the Trade Committee. For this reason, HKG would like to apply for observer status on the OECD's Trade Committee.

Through participating in the work of the OECD's Trade Committee as an observer, HK would be able to gather valuable feedback on trade policy issues under discussion in the OECD (and therefore likely to be discussed later on in the GATT). This would be extremely beneficial to Hong Kong, and to China indirectly.

Observers will be able to take part in discussions but not to vote or to set agenda. Current observers on the OECD's Trade Committee include Republic of Korea, Mexico, Hungary, Poland, the Czech Republic and the Slovak Republic.
