Hong Kong and the OECD
Further to my letter dated 8 November, I am pleased to inform you that Mr Linus Cheung has reported on his approach to Mr Chen Zuo-er on our intention to apply for observer status on the OECD Trade Committee. Chen Zuo-er indicated that there would no problem.
Linus Cheung thought that the way would be clear for us to follow up on his approach by briefing the
by briefing the Chinese side through the normal channels. He also asked me to let him know if there were any problems with the Chinese, so that he could revert to Chen if necessary.
In the light of Linus Cheung's report and subject to any views that you, PA or SCA may have, I would suggest that DPA be asked to brief his counterpart in the NCNA along the lines of the draft Speaking Note attached. You will notice that in the draft Speaking Note, I have omitted the point about our application being a provisional one to avoid conveying a misleading impression that we would apply for "provisional" observer status on the OECD Trade Committee. No such provisional status exists. We would indeed be sending the wrong signals to the OECD about the seriousness of our application if we include in our letter of application any reference to our application being only a provisional one.
Our Permanent Representative to GATT is now drafting a letter of application to the OECD, which I will be circulating for comments shortly. As we intend to submit an application to the OECD Secretariat in the week of 22 November, DPA may wish to brief his contact in the NCNA in the week of 15 November.
