GENERAL NOTE

1.

Delegates will receive a short "Main Issues" paper prepared by the Secretariat. It will cover all of the substantive items on the Agenda, going well beyond the annotations below to focus the issues and suggest key policy questions for debate.

ITEM 4: THE CURRENT ECONOMIC SITUATION

Past practice will be modified somewhat for this regular agenda item. Mr. Shigehara, Head of the Economics Department, will introduce it with not only his regulaz survey of current developments but also comments which highlight the questions to be raised in the "Main Isues" paper.

The ensuing debate can then focus on these questions, which will be designed to reflect the policy interests and concerns of ECSS Delégates.

ITEM 5: DEVELOPMENTS IN THE TRADING SYSTEM

By the time of this ECSS meeting, at least three major events which were only anticipated at the 72nd Special Session will have taken place: the conclusion of the Uruguay Round; approval of NAFTA in the United States: and the APEC Ministerial/Summit meetings. ECSS Delegates likely will wish to evaluate the results and exchange views on next steps. Mr. Feketekuty, Chairman of the Trade Committee, and Mr. Abel, Director of the Trade Directorate, will be present to assist the discussion.

ITEM 6: GLOBALISATION: POLICY IMPLICATIONS

4. Numerous mainline OECD committees have begun to consider the impact of what has come to be called "Globalisation" on the several areas of policy with which they are concerned. An OECD Symposium discussed the subject in November 1993. While even the definition of the phenomenon is not fully settled, discussion often centers on the degree to which national policy-making and international policy co-ordination may be altered by it. On the basis of questions raised in the "Main Issues" paper, Delegates will be asked to explore and give their views on the policy truths and myths surrounding Globalisation, as seen by practical, senior policy-makers.

ITEM 7: RELATIONS WITH NON-MEMBER COUNTRIES

a) Russia and the NIS

In the context of their exchange of observations and views on these countries, Delegates are asked to focus particularly on questions, to be raised in the "Main Issues' paper, which lie on the frontier between economic and political issues with respect to these countries.
