1. As you may be aware the Development Assistance Committee
(DAC) of the OECD is reviewing its list of developing countries to reflect the changing nature of aid recipients. The new list is expected to be largely governed by per capita income levels
and to exclude the
the richer countries presently on it. supports this move.

2. It has been proposed that Hong Kong, whose GNP per head now
stands at US$ 13 200, will be removed from the list. Donors,
including the UK, would still be able to give assistance to Hong Kong, but it would not count as official development assistance
and would therefore not count towards the 0.7% target.
3. The Hong Kong government have no strong objection to removal
from the list but have asked for confirmation that this will not
affect the funds the UNHCR provide for Vietnamese migrants. At
the same time, I should like to be able to say how, if at all, the UK aid they receive might be affected. I should be grateful for comments on the following:
i) Hong Kong receives approximately £217 000 under the
Commonwealth Scholarship Fellowship Plan. I assume that these would continue regardless of whether or not Hong Kong
were on the DAC list.
