Other than Messrs Lake at the NSC and Lord at the,
State Department, he strongly recommended a call by the Governor during his US visit on Mr Ruben at the National Economic Council. The NEC would have a big role to play on
MFN.

He was depressingly worried about Congress' attitude to our latest difficulties with China. He thought all too many would now see Hong Kong as just a human rights issue and would
want to bash China for it. He emphasised that our case -
impairing MFN would hit Hong Kong, the liberals in China, and
US business could not be put too often including, he said, to
the White House.

He was also worried that real Chinese non-compliance
with the Missile Technology Control Regime guidelines might come to light during the MFN debate this year. Although by law
the US is then obliged to halt sales of electronics and space
and avionics goods to China, such a revelation would certainly
make it harder for the President simply to extend MFN by
executive action and set some reasonably easy conditions for
next year.
