Action Take
After lunch at the Brookings Institute on May, the Governor had a brief exchange with Representatives Pelbsi andl Porter! The Governor had argued for MFN renewal during the lunch-time discussion and said that it would be particularly unhelpful for progress on Hong Kong's constitutional concerns to be made a condition of continued MFN. This would only serve to fuel China's fears about international conspiracies and would make negotiations on the 1994/95 elections even more difficult. Representative Pelosi sought the Governor's confirmation of this point after the lunch and asked whether it would be helpful if she were to make clear publicly that, as a result of his visit, she had decided to drop this condition from her Bill. The Governor said that this would be helpful. Representative Porter said that in view of the Governor's comments he would urge that the Hong Kong condition was indeed dropped.
It is also worth recording that Representative Porter referred during the lunch to his proposal for the establishment of a Radio Free Asia. He asked for the Governor's views on whether this
would be helpful. The Governor said he thought it was a good
idea.
