CHINA: ORAL QUESTION FROM SIR THOMAS ARNOLD, 20 JANUARY

this bland but potentially wide-ranging question will be reached, and supplementaries could range across the whole China/Hong Kong/Taiwan/Asia Pacific trade and trade-political front, we have considered carefully how to deploy the necessary material so as to be most useful to the Minister.

We have attempted to prepare in depth, without throwing in the kitchen sink. There is therefore no mention of broader trade or export credit matters without a specific local connection.

Sir Thomas' only known interest in the region is in the Hong Kong constitutional proposals on which he asked a number of written questions of the Foreign Secretary late last year (copies attached to the Background Note). We have obtained material from the FCO which enables the Minister to deal constructively and positively with any such questions without getting drawn into FCO business.

We have concentrated throughout on incorporating all useful material in the supplementaries and repeating it in summary form in the key points. There seems little point in providing lengthy background on matters known to the Minister unless it can be deployed rapidly. However, if there are particular points on which he would welcome background material as the foundation for the offered supplementaries, could the Private Office please advise us urgently.

5. Similarly, if there are additional supplementary lines of questioning on which the Minister would welcome more material, could we please have urgent advice, well before the briefing scheduled for 2.30 pm on Monday.
