The Regional Council has an action plan in hand to computerize ali its 25 public libraries before the end of 1993. The total expenditure is $92.7 million to be spread over 7 years.

The Regional Council plans to spend $2.2 billion in the next three years in building various projects including town parks, swimming pools, civic centres and market complexes in the New Territories

Adherence to more International Labour Organization (worker-protection) Conventions than anywhere else in the region

Partly because of salary tax being on salary-income rather than income from all sources, Hong Kong worker has much higher take-home pay than many of his counterparts among economically-developed neighbours (about half of our working population pay no salaries tax at all).

Although violent crime rate increased by 3% in 1991, Hong Kong is still relatively a safe city. Overall crime rate in Hong Kong decreased slightly by 0.5% in 1991. It compares favourably, on per capita crime rates, not only with cities in North America and Europe, but also with cities within the region, including Tokyo, Seoul and Singapore. The crime detection rate of the Hong Kong Police is consistently above 45%.
