principle was that the budget should be "balanced":

(a) HKG had followed a policy of balanced budgets
for many years, to the great benefit of the
economy.
(b) In
addition, the Basic Law required Hong Kong
to adhere to this policy.
(c) In consequence, the CPG hoped that the 1993
Budget would not result in the deficit for
the financial year
