2. As you are no doubt aware, oil company interests in Hong Kong are limited to the normal commercial business which they do there, for instance the supply of petrol, and a trading office. It would be little more than an inconvenience if this market were to disappear, given the size of the global market for both these companies. The situation in South China, however, would be more serious, since both Shell and BP have exploration and refining interests as detailed on the attached sheet.

3. Given the restriction on obtaining information outside the Department I am afraid I am unable to give cash figures for the implications of the loss of these projects for the companies. It seems unlikely however, that the financial health of such large companies would be seriously affected.
