Government procurement rules where, apparently at his instigation, Hong Kong was resisting appeal procedures for the award of Government contracts because of the "hypocrisy" of other parties who agreed measures they did not enforce. Kong had a transparent and fair tendering system, the efficiency of which could only be reduced by appeal procedures.
