HONG KONG: VISIT OF MRS ANSON CHAN, CHIEF SECRETARY-DESIGNATE

Mrs Chan called on the Governor on 27 October.

Prior to her appointment to the post of Chief Secretary, which
she assumes on Sir David Ford's retirement at the end of November,
Mrs Chan was for a brief period Secretary for the Civil Service and
before that Secretary for Economic Services. She was born in
Shanghai where her father was in the textile business, lived for a
time in Tianjin and moved to Hong Kong in 1948.
3 On her current trip Mrs Chan was also making promotional visits
to Frankfurt, Amsterdam and Paris in place of Mr Patten who had to
return to Hong Kong earlier than intended because of the sensitive
position that had been reached in the constitutional talks with the
Chinese. The next round of meetings is to be held next week but
Mrs Chan was not expecting any movement from the Chinese, despite
substantial concessions, eg in the proposed size of the electorate,
from Hong Kong.
