GOVERNOR OF HONG KONG ́S TRAVEL PLANS
1.
We spoke about Hong Kong telno 2795 (enclosed) which you and I had only just seen.
2. I have discussed it with Hong Kong Department here, who agree that it should have been copied to you rather than the Brussels embassy. The reference to "Williamson" is not to the Commission Secretary-General, but to Patrick Williamson, the head of the local Hong Kong Economic and Trade Office (HKETO).

Practical arrangements for Mr Patten's proposed visit to Brussels in April should be handled by the HKETO. I should be grateful if you or Nick Moberly would speak to them to establish what, if any, contact they have had with the Commission on this. If the answer is none, we would be grateful if you would check with the Commission that in principle there is no objection to a visit on 2 April.
4. I would imagine (and HKD agree) that the Governor would probably want to call on Sir Leon Brittan, and, if possible, briefly on Delors. HKETO may be able to suggest other appropriate calls. There should be no need for UKRep to become involved any further in setting up the visit, although Sir J Kerr may wish to write to Mr Patten nearer the time offering any help if needed.
