1. Action taken. MFA warn that it may be difficult to keep ministerial calls in the programme.

We took action today with Kleiweg (Deputy Head of the MFA's Asia Directorate), speaking along the lines of your paras 3 and 4. Kleiweg said that the call on the Queen should not now be a part of the programme: she only received heads of state/government and their equivalents. He was not sure that the Foreign Minister (Kooijmans) and Economic Affairs Minister (Andriessen) would be able to see Mrs Chan. As reported in our telno 1 to Hong Kong, the budget debate in the First Chamber of Parliament would put a heavy burden on Ministers on 17 November: the government would need a strong turn-out by members of the Cabinet in parliament: indeed (as our telegram reported) there had already been some uncertainty about whether Andriessen would be able to see the Governor as planned.

We emphasised the importance of Mrs Chan carrying on with as as possible of the programme arranged for the Governor, and added that she would have attended the Governor's calls on Ministers in London from 8-11 November: she would thus be able fully to brief the Dutch on the latest developments. We therefore very much hoped that Mrs Chan would be able to see Kooijmans and Andriessen. We added, however, that we would understand if
