SINO-BRITISH TALKS ON ELECTORAL ISSUES: WORDING ON
PARTICIPATION BY HKG REPRESENTATIVES
Joint announcement as originally proposed by Chinese side (attached). We would tell the Chinese side that if asked, we
would say unilaterally in public:
1.
"It is our understanding that both sides accept
that Hong Kong Government officials should have
the same role as in previous discussions between
the two sides. #t
2.
First fall-back:
Add on to the existing wording: "The British
Government Representative will be Sir R McLaren.
The Chinese Government Representative will be Jiang Enzhu."
3.
Second fall-back:
Add to the existing wording and the first
fall-back: "The two Representatives will be supported by a number of officials".
