As agreed, I attach:
- A one page note setting out the various proposals
for dealing with the issue of participation by Hong Kong representatives in Sino-British talks.
A note on the JLG's work programme, which we handed to the Chinese in early 1992. Since then we have made a little progress on some of the items listed on the first six pages. I have annotated the section on issues to be introduced during 1992 to show which ones have so far been introduced: you will see, very few.
