MEDIA COVERAGE OF MR GOODLAD ́S MEETING WITH GOVERNOR OF HONG KONG:

THURSDAY 8 APRIL

1.

The Minister is seeing the Governor on Thursday 8 April at 10.00. I recommend that the Minister and the Governor offer the press a brief photo opportunity at the end of the meeting. This will be the only opportunity this week for the press to see Government Minister and the Governor together. The Governor is happy to do this.

2. I suggest that this take place close to the Ambassador's entrance. The Minister and the Governor may wish to say a few words and answer one or two questions. This need take only a few minutes.

3. BBC TV's "On the Record" is making a short film on Hong Kong to accompany an interview with the Governor which will be broadcast towards the end of April. They would like 2-3 minutes footage of the Governor arriving at one of the meetings which he will have at the FCO with ministers and the start of the meeting ie. being met and settling in around the table. They are not asking to record any discussion. I recommend that we offer "On the Record" the opportunity to film the start of the Minister's meeting with the Governor on Thursday. As we are less likely to be able to accommodate fully Jonathan Dimbleby's wish to film a Hong Kong policy meeting with the Secretary of State and the Governor for his Hong Kong film in 1997 (although not related to the "On the Record" programme), it would be helpful if we could give a positive response to this request.

4. I should be grateful if you could let me know the Minister's thoughts on these proposals so that we can start making the necessary arrangements.
