1. The Agendas for the Governor's meetings with Ministers
were discussed.
Mr Goodlad's meeting, 8 April
It was agreed that this should focus on Mr Goodlad's visit to
Hong Kong at the end of May; the financing of the airport;
and arrangements for the Garrison.
Meeting with Defence Secretary, 15 April
Would also discuss the Garrison. The Governor would take one
member of his team and Mr Ricketts.
Meeting with Secretary of State, 16 April
Would focus on the strategy paper; and the Garrison if
necessary.
Trilateral meeting with the Prime Minister and Secretary of
State, 16 April
On the Garrison the Governor commented that there was a better
understanding in MOD of Hong Kong's position since the
