Airport Financing

The Governor said he was reluctant to approach the Chinese

with a third proposal at the same time as talks on

constitutional matters might be beginning, lest it suggest

that we were desperate. But talks and an extra effort by us

would be likely to persuade LegCo to approve the necessary funding. HKG's proposal was agreed: the telegram has issued.

Garrison

6. The Governor rehearsed his views (as noted in the record

of Sir J Coles' meeting). The meeting with the Defence

Secretary would provide an opportunity to explore prospects

for reducing the costs. We could then consider the position

at the Secretary of State's office meeting on 16 April. The

Governor noted one unhelpful development in that the Garrison was engaged in lobbying visiting peers, MPs etc on nationality

for locally engaged personnel. Mr Hum commented that we had

had to ask MOD to rein in the senior naval officer at the

Garrison who had written to Lord Shawcross on this matter.
