The BNO phased registration programme safeguards people's right to acquire BN (0) status and must proceed without delay. The decision to allow dual possession of BDTC and BN (0) passports will address the concern about the loss of a BDTC passport in favour of a BN (0) passport. Procedures for implementing the scheme are being worked out urgently and will be announced as soon as possible.
