The Secretary of State is holding a meeting with
Mr Goodlad, the Governor, Sir Robin McLaren and officials to prepare for OPD (K) later that morning.

I have submitted briefing for OPD (K) separately. suggest that the office meeting might focus on the following main areas:

The Secretary of State's proposed visit to Peking on 9 July. Mr Lyne has alerted us to the fact that the Prime Minister is cautious and would want to be sure
or nearly sure of progress before agreeing to a visit. We have so far avoided any commitment to a visit. But the Chinese are clearly interested - and have confirmed Qian's availability. The meeting might focus on two issues: (i) the prospects that a visit would lead to progress in the talks (The OPD (K) paper suggests (para 14) consideration of whether the Secretary of State should signal a willingness to see whether revised proposals on the Functional Constituencies and the Election Committee which would meet our essential requirements could be agreed with the Chinese side. I attach a draft of a speaking note for the Secretary of State's use in Peking to show how this point could be put across. This incorporates points from the Governor); (ii) Public presentation (News Department are submitting separately a draft line for use in announcing a visit, drawing on points suggested by the Governor).
