Dear Mr Hurd,
Thank you very much for seeing my Legislative Council colleagues and me yesterday. We were somewhat encouraged by your indication that if LegCo voted in amendments to the 'Patten package', which would provide greater democracy than the Patten package itself, that Britain would accept it provided it was still within Britain's international obligation i.e. the Joint Declaration. I would of course have liked Mr Patten's proposals to have been even more democratic.
I was also encouraged to hear that you had already raised with the Chinese Foreign Minister in September 1992 the issue of the application of the International Covenant on Civil and Political rights for Hong Kong after 1997. It is crucial that there will continue to be United Nations monitoring after 1997.
You made your position on nationality very clearly. remains an important one for Hong Kong.
