Although the Home Office is the lead department on nationality matters, and the delegation will already be seeing the two main Ministers concerned (Mr Wardle and Mr Goodlad) there could be a case for Lady Chalker meeting this delegation in view of the number of other Peers they will be lobbying. the other hand, given the fact that the afternoon of 10 June is the only possible slot in Lady Chalker's diary, a meeting may not in practice be possible. I understand members of the

delegation plan to leave London that afternoon.

7. We might instead consider giving a wider circulation to Mr Goodlad's 'Dear Colleague' letter on Hong Kong nationality issues to include the members of the House of Lords in para 5 above. Mr Goodlad may wish to consider this in the light of his visit to Hong Kong this weekend.
