Background and Argument

This will be a high-profile, mixed-party delegation consisting of Miss Emily Lau (the leader), Mr Ronald Arculli, Mr Simon Ip and Mr James To. They are coming to lobby on several nationality issues, in particular to oppose the draft Order, due to be tabled in the current Parliamentary session, on the registration procedure for exchanging British Dependent Territories Citizen (BDTC) passports for British Nationals Overseas (BNO) passports. This last issue has built up quite a head of steam in Hong Kong.
4. The delegation is due to have meetings with Mr Goodlad and Mr Wardle in the Home Office, which is the lead Department on this issue. They have asked to see both the Home Secretary and the Foreign Secretary as well. We have told them Mr Hurd will
