We have been told by the London Legco office that Selina Chow will be over here next week to attend the Liberal Democratic Party conference. She has asked for a call on the Secretary of State to talk about Hong Kong's reactions to our ongoing negotiations with China.

It would be helpful to know the Governor's views on this. The Secretary of State will be out of London for three days next week and for the rest of the time his diary is very heavily booked. We could only get her in to the Secretary of State if the Governor were to recommend it. This would of course make it more difficult to say no to the many other Legco members who will no doubt be in London during the autumn. We have tried to keep the Secretary of State for Leaders of LegCo parties or significant groups of members. Mr Goodlad will be away all next week. On balance, we are inclined to offer a call on officials. Would the Governor be content?
