1. Mr Fry is producing a record of yesterday's discussion at Chevening between Sir J Coles and his US, Japanese, French and German opposite numbers. I gave a presentation on Hong Kong and a number of comments were made. It might be helpful if I summarise what was said by partners inside and outside the meeting about their willingness to intervene with the Chinese over Hong Kong.

In my presentation I made a point of mentioning our appreciation of the action taken in public by President Clinton and in private by the Japanese to support our approach on constitutional development in Hong Kong. briefing the meeting pretty frankly on the likely way ahead, I said that we would keep in particularly close touch with partners over the coming weeks. I noted in particular that President Clinton would be meeting President Jiang Zemin at the APEC leaders' meeting in Seattle and that Chancellor Kohl would be visiting China ( and Hong Kong) during November.

In response Mr Lord (United States) reiterated US willingness to help. He emphasised that we should stay closely in touch with the Americans, to ensure that their interventions would have the desired effect. Mr Ikeda (Japan) confirmed that Hong Kong was raised in all appropriate contacts with China, most recently at a meeting between the Japanese and Chinese Foreign Ministers at the UN General Assembly. He noted Japan's strong interest in Hong Kong's future, and in particular the fact that Japan was the largest external investor in manufacturing industry in Hong Kong. Mr Hata would be visiting Peking in mid-December. M. Blanchemaison (France) agreed that partners should keep in close contact.
