Agricultural Bureaux,
the Commonwealth Forestry Association, etc.

Conference of
Commonwealth Postal
Administrations every two years.

Commonwealth Hansard
Editors Association are
funded by Government.
The
former includes all LegCo members and the latter two organisations are
participated by staff of Councils Division. Participation has been low key and does not generate publicity.

Hong Kong derives little benefit from it.
The CPA Secretariat is considering the possibility of creating a new associate branch status for places like Hong Kong. We expect negative reaction from the Chinese side to any
proposal involving Hong
Kong membership of a
formal Commonwealth
organisation after 1997.
