We too are generally content with the paper and the proposed links after 1997 set out in paragraph 7. However, we do feel that we should be kept informed of any links with the Commonwealth Parliamentary Association and consider this a "need basis". Our Legal Advisers have commented that the Chinese might find difficulties with the proposal in Annex B, item 8.
3. Legal Advisers also feel that the Chinese might find difficulties with the proposals in Annex A, items 1 and 6 (especially 6b, although a good case can be made for continued links), and Annex C, item 7.

Consular Department are content with the arrangements for the Commonwealth War Graves and assume that the War Graves Commission have been involved in discussions. Consular Department have pointed out, however, that the Fugitive Offenders Scheme (Annex E) is a subject on which the Home Office may have views, as it is a Home Office area of responsibility.
