THE FUTURE OF HONG KONG'S LINKS WITH THE COMMONWEALTH
We spoke this morning about the draft Executive Council memorandum on the future of Hong Kong's links with the Commonwealth after 1997. The draft paper formulates proposals on issues relating to Hong kong's Commonwealth links on the premise that Hong kong's formal association with the Commonwealth must lapse with British sovereignty.
One of the sections in the memorandum is on the future of legal assistance schemes between Hong Kong and the Commonwealth and focuses in part, on the Fugitive Offenders Scheme. I enclose copies of the relevant sections and would be grateful for any commments you may have on Hong kong's proposals. I would be grateful for a swift reply as we are hoping to reply to Hong Kong before the end of this week.
