The Future of Hong Kong's Links with the Commonwealth
I wrote to you on 9 December 1992 forwarding a draft Executive Council memorandum on the above subject for your comments. I wonder whether you have yet had a chance to look at it.
Although there is no particular urgency on the issue, we would like to establish a clear policy about the future of Hong Kong's Commonwealth links sooner rather than later so that the various branches within HKG can start making appropriate arrangements with the Commonwealth bodies concerned. I should therefore be grateful for your early comments.
